The only logical conclusion is that the government (or Railcorp) will pay the access fee.<br /><br />Considering this fee is in place of the cost of operating and maintaining the track and stations (a cost that would normally be paid by Railcorp) it becomes a matter of whether you think that private operator efficiency will result in lower costs (good) or the need to pay a premium in order to fund private profits will result in higher costs (bad).Bambul Shakibaeihttps://www.blogger.com/profile/11696950614509309550noreply@blogger.com
